Youth Baseball and Softball program, boys and girls ages 4 to 18 years old.

1)Dress Code: All managers and coaches will be dress appropriately. No tank tops, cut-off shorts, open toe sandals will be worn on the field. No offensive or inappropriate logo or pictures on shirts will be worn. Umpire and/or board officials have the discretion to remove a manager or coach if they feel the individual is not dressed properly.

2)Minimum playing time based on the host leagues bylaws. Games at BLL and MNLL will be minimum play time of nine defensive outs and one at bat. Games at North Valley will be six defensive outs and one at bat. Infraction of this rule will be reported to the league president and player-agent. Umpires will remind managers to get their players in by the 4th inning. This is not a protest-able call. Player-agent will ensure that the player start the next game and play what is owed to the player plus his minimum play. President should take action on any of their managers who abuses this rule.

3)Continuous batting order will NOT be used.

4)The Ten Run rule is in affect after completing a regulation game (4 innings – 3 ½ if the home team is ahead).

5)Double headers will be avoided if possible and only scheduled as a worse case scenario, e.g. make up a cancelled game.  In this instance both games of the double header must be the same two teams.

6)No regular games will be scheduled on Friday.  Friday  may be used for make up games if necessary.

7)Games time are based on each league’s field availability and posted with the game schedule.

8)Teams are required to report at least one hour before game start time.

9)Home team is responsible for providing umpires.

10)If no umpires show up for the game, the managers will assign an umpire. Both managers will agree who will umpire the plate and bases. It should be one from each team. Game will not be rescheduled because of no umpires. However, If the manager(s) or coaches umpire the game, there still must be 1 adult (with approved back ground checks) in the dugout at all times.

11)HOME team will provide two games balls to the umpire.

12)The HOME team will be responsible for prepping the field, clean up and take down the field.  The field must be prepped before game time. At the umpire’s discretion, if the field is not prepped within sufficient time for both teams to have the field for warm-ups, neither team will be allowed to take the field for warm ups. All games will start on time.

13)A Manager may request to reschedule a game if:

a)Submit a letter or email to the respective league presidents three days in advance of game day. Shorter notice may result in a forfeit.

The letter must have the reason as to why the team is unable to field enough players to start a game. The name of player(s), home phone number and the reason why the player(s) are unable to be at the game must be included in the letter or email. Incomplete information will only delay your request and may result in a forfeit.

b)Players and parents must be responsible enough to inform the manager if they know in advance they will not be able to make a game due to a scheduled event.

c)NO-SHOW on game day is not a reason to rescheduling a game and may result in a forfeit.

14)PLAYER NO SHOW: All scheduled games must start within 15 minutes of game time. If 15 minutes after start and a team does not have enough players, the Umpire may call the game due to forfeit. The manager may appeal in writing to the respective board presidents for review.

15)Scorekeeper must document on the score sheet the name of players that are absent and annotate that game is a forfiet for player no-show.

16)POSTPONED GAMES…due to field conditions, weather or circumstances not in the control of the league will be reschedule. Managers and the Plate Umpire must notify the respective league Presidents and Karen Walters for game rescheduling.

17)RESCHEDULING OF GAMES: All reschedule games will be the “NEXT” available field and day at the league location where the game was postponed. If possible, a 48 hour notice will be provided to the teams of the rescheduling of the game. Friday and Sunday are to be used as makeup days.

18)FORFEIT GAME. A forfeit game will be scored in the official scorebook 6 runs for the winning team and 0 run for the team that forfeited.

19)The home team shall provide the official scorekeeper to the Plate Umpire and will be located where the Plate umpire will have immediate access to the scorekeeper, normally behind the backstop.

20)Each field will have the ground rules available to the visiting team.

21)Both teams during the first part of the season may use two adult coaches in the coach’s box as long as there is one adult coach in the dugout. As of May 1st  a player can be used as a base coach on the field. The other may be an adult or player coach. All adult coaches on the field and in the dugout must be an approved (back ground check complete/approved) coach from their respective leagues.

22)PITCHING AFFIDAVIT: Each team will have a pitching affidavit. The pitching affidavit will be presented to the official scorekeeper. The official scorekeeper will document the pitch count. Both the Umpire and scorekeeper will sign the affidavit and return the document to the manager at the end of the game. A game cannot start if both teams cannot produce the current pitching affidavit. Failure to provide the affidavit will result in a forfeit. Games will not be rescheduled.

23)EJECTION OF A MANAGER OR COACH must leave the field immediately and take no further part in that game. The umpire(s) have the discretion to stop the game until the manager or coach has left the field. Any ejection is an automatic suspension of the team’s next played game. If at the next played game the suspended manager/coach is seen watching the game the coach is said to have not serve his or her suspension and will serve the suspension at the next game played. Umpire will file a report to all 3 board league presidents. The Board of whom the manager or coach belongs too will review the cause of the ejection and may be grounds for a more severe penalty, up to and including suspension for the remainder of the season. The league president will inform the other league what actions have been taken.

24)UNSPORTSMAN LIKE CONDUCT: Any physical contact or verbal abuse by a manager, coach, or player toward an umpire, teammate or to the other team will be automatically ejected from the game. Manager, coaches or players throwing or abusing equipment will not be tolerated and will be subject to ejection from the game. All ejections will be at the umpire's discretion.

25)Game Time Limits: Weekday games 5:30-8:00pm: Games will start at 5:30pm with no new inning starting after 2 ½ hours from start of game at BLL, or at called darkness at NV and Milpitas. If game is called for darkness and the home team is ahead after 4 ½ innings the win goes to the home team. If the home team is behind then the score will revert to the last completed inning.
